Head of Mechanical Engineering (Amsterdam)


We are currently recruiting for a Head of Mechanical Department who will ensure safety, operability, availability and uninterrupted operation of the mechanical part of the major and auxiliary equipment (pipelines, shutdown and control valves, HIPPS, PIG traps, water bath heaters, filters-separators, FGTU etc.) at Receiving Terminal in Turkey and Landfall Facility in Russia (hereinafter: RT, LFR).

You will proactively participate in the commissioning works at all the areas and in the acceptance of mechanical equipment upon their completion. During the operational phase, you will supervise the functionality and safe operation of mechanical major and auxiliary equipment at facilities (RT, LFR). 

You will develop and control the budget for relevant activities including scheduled (Planned)/unscheduled (unplanned) maintenance, repair/emergency repair of equipment.

Furthermore, you will assist the supervisory authorities’ committees during the inspections of the relevant operation activities of South Stream and its Branches. You will be based in Amsterdam, Netherlands and liaise with other HQ departments and with the branches in Russia and Turkey. You will report to Deputy CEO on Operations.


As a subsidiary of PAO Gazprom, South Stream Transport B.V. is responsible for a safe, reliable and uninterrupted operation of the TurkStream Pipeline system.

The TurkStream Offshore Pipeline starts in Anapa, Russia, running over 900 kilometres through the Black Sea to the Turkish coast. The pipeline will help secure energy supplies to Turkey and South-Eastern Europe in a reliable and sustainable way. We have used state-of-the-art technology, materials and equipment, to safeguard the pipeline’s safe operation for many decades to come.


  • Monitor and participate (if required) in pre-commissioning, commissioning of the mechanical equipment at all the facilities (RT, LFR) executed by the Contractors and South Stream team members;
  • Organize a comprehensive handover-takeover of the mechanical equipment and related documentation to operational phase;
  • Manage the staff of the mechanical department based in Amsterdam and mechanical services of the RT and LFR;
  • Organize and coordinate the work of the mechanical services of the RT and LFR;
  • Organize and coordinate the overall CMMS Maintenance activities;
  • Organize operations, repair and maintenance activities of the mechanical part of the equipment at all the facilities (RT, LFR) executed by the Contractors and South Stream team members;
  • Participate in development and coordination of the maintenance and operational plans of South Stream in collaboration with other departments;
  • Supervise the development, update and ensure availability and completeness of the design of the mechanical equipment (technical specification, data sheets) in compliance with the requirements of the safety rules, codes, standards and operational and maintenance manuals;
  • Participate in development and control of budget limits related to the Mechanical discipline of RT and LFR and anticipate on time to correct execution and expenses;
  • Submit proposals to the Senior Management to improve/optimize the operations and maintenance activities of major and auxiliary mechanical equipment at LFR and RT;
  • Review and approve all the scheduled maintenance and repair plans provided by mechanical specialists from LTR and RT;
  • Manage the welding operations activities;
  • Organize the required technical training and certification for the staff of the Mechanical Department in accordance with local and Company requirements;
  • Assist the authorities' committees during inspections of  relevant operation activities of the project;
  • Participate in defining and organize elaboration of instructions, regulations, manuals and procedures associated with the design, pre-commissioning, operation, commissioning, decommissioning, conservation, maintenance and repair of the mechanical equipment;
  • Specify the scope of work for the maintenance, repair and renovation contracts related to the major and auxiliary mechanical equipment of LFR and RT;
  • Execute the contracts in accordance with approved budgets and company policies;
  • Prepare and approve specifications for supply of equipment, emergency stock, materials and spare parts for operating needs, production needs, planned (unplanned) maintenance and repair on time;
  • Review and approve the emergency response plans, including role in emergency training, incident investigation, crisis management, emergency recovery and reports; 
  • Prepare and approve in due course plans and schedules of maintenance of mechanical equipment of LFR/RT areas;
  • Perform on time and quality investigation due to equipment defects, collect and analyze the data for relevant solutions for preventive actions development;
  • Manage spare and emergency parts storage in a structured and timely manner, update and modify relevant Registries and other technical documentation;
  • Perform all activities in line with Company’s aims and responsibility, HSSE, industrial safety politics and other related international and Russian standards;
  • Perform other related duties as assigned.


  • Master or Bachelor Degree in Mechanical Engineering;
  • At least 15 years’ experience as Senior/Lead Mechanical Engineer with a gas pipeline operator (onshore gas pipeline installation, gas plant construction, onshore gas facilities), preferably also experience in large gas pipeline project;
  • At least 5 years’ experience as a Head of Department with leading, developing and retaining a strong team of engineers;
  • A team motivator with a 'can do' outlook able to thrive with broad scope of responsibility;
  • Experience with proactively managing the activities of contractors;
  • Experience with high-end technology, advanced domestic and abroad foreign experience in the operation of offshore gas transportatin systems and main pipelines;
  • Experience with Emergency response planning and Emergency communication chart during situations, willing to work on a 24/7 team shift;
  • Welding qualifications/certificates are beneficial;
  • Experience with Russian/Turkish and international technical regulations such as:
  • Gazprom's standards STO Gazprom 2-3.5-454-2010 Rules of exploitation of gas main pipelines;
  • ASME, AWS, API competitive;
  • Industrial Safety of Hazardous Production Facilities.
  • Flexible, self-starting and solution oriented approach;
  • Team-player, highly motivated, open-minded;
  • Ability to work in multicultural contexts at all levels;
  • Excellent communication and interpersonal skills;
  • Fluent English language skills (verbal and written);
  • Fluent Russian and Turkish language skills are beneficial.
