Deputy Chief HSSE Engineer (Anapa)

Introduction

We are looking to recruit a Deputy Chief HSSE Engineer. You will be responsible for planning, organisation, supervision and enhancement of the HSSE management system at the Branch and within the Company in order to prevent workplace accidents and professional illnesses, to reduce (eliminate) the impact of harmful and/or hazardous work-related factors on the employees and to decrease the level of occupational hazards. Furthermore you will be coordinating supervision over compliance with the HSSE requirements established by the federal laws and other regulatory enactments, as well as by the company’s tasks and objectives. Coordinating supervision over compliance with the labour legislation, HSSE orders and rules, as well as instructions and regulations of the state supervisory and monitoring authorities. In addition you will be arranging supervision over compliance with the industrial safety requirements and safe work practices during operation of the process equipment, devices, machinery and mechanisms; monitoring sanitary and hygienic conditions; supervising assessment of the workplace conditions; monitoring integrity and correct use of the protective equipment and safety appliances. Finally, you will coordinate the works aimed at prevention of emergencies and ensuring readiness for accidents containment and remedial activities.

Organization

As a subsidiary of PAO Gazprom, South Stream Transport B.V. is responsible for the construction of the TurkStream Offshore Pipeline.

The TurkStream Offshore Pipeline will start in Anapa, Russia, running over 900 kilometres through the Black Sea to the Turkish coast. The pipeline will help secure energy supplies to Turkey and South-Eastern Europe in a reliable and sustainable way. The Project will use state-of-the-art technology, materials and equipment, to safeguard the pipeline’s safe operation for many decades to come.

Function

  • Develop and supervise compliance of the company’s health and safety management system with the relevant national statutory requirements, the company’s tasks and objectives as well as recommendations of the national and international HSSE standards;
  • Supervise compliance of the company’s departments with the health and safety legislative and regulatory enactments, implementation of the activities to prevent workplace injuries and occupational illnesses and execution of the measures aimed at creating safe and secure labour conditions within the company; supervising the provision of the relevant compensations to the employees based on the labour conditions;
  • Identify the needs for health and safety trainings based on the regulatory health and safety requirements and the requirements set by the health and safety rules and instructions;
  • Participate in investigation of the workplace emergencies and accidents, as well as in development of preventive measures; analysing the efficiency of the conducted prevention activities and keeping the relevant records;
  • Assess the risks and determining the health and safety measures in the course of the works and technological processes;
  • Inspect and audit the work sites with regard to compliance with the safety requirements; participating in the inspections of facilities, machinery and equipment at the facilities and workplaces;
  • Arrange structural surveys and inspections of the buildings, erections, equipment, machinery and mechanisms to verify compliance with the requirements of the health and safety laws and regulations, as well as inspections of the condition of the sanitary and engineering installations, sanitary facilities and amenities; monitoring timely performance of such inspections.

Requirements

  • Higher professional (technical) education and further professional education (occupational retraining) in the field of health and safety;
  • Higher professional education in the field of ‘technogenic safety’ or any similar specialisation in industrial safety;
  • At least 5 years experience in the field of occupational health and safety in the oil and gas industries (as a manager/specialist);
  • Knowledge and practical application of the legislation regulating to employment relations, health and safety, industrial, fire and electrical power safety, civil defence and environmental protection;
  • Valid industrial safety certificates;
  • Fluency in English (at least Pre-intermediate) and Russian;
  • Confident computer user, advanced user of MS Office;
  • Templayer, experience in working in highly international teams.
