Regulatory Compliance Expert Russia (Anapa)


We are looking to recruit a Regulatory Compliance Expert Russia. You will provide legal and regulatory compliance support on all activities within the Project’s Russian sector. You will report to the Head of Permitting and the Senior Permitting Expert. You will be based in our Russian Branch office (Anapa), with business trips as required (Krasnodar, Moscow, Amsterdam, etc.) Start date is preferably the 1st of October 2017.

As a subsidiary of PAO Gazprom, South Stream Transport B.V. is responsible for the construction of the TurkStream Offshore Pipeline.

The TurkStream Offshore Pipeline will start in Anapa, Russia, running over 900 kilometres through the Black Sea to the Turkish coast. The pipeline will help secure energy supplies to Turkey and South-Eastern Europe in a reliable and sustainable way. The Project will use state-of-the-art technology, materials and equipment, to safeguard the pipeline’s safe operation for many decades to come.


  • Provide legal and regulatory compliance support on all activities within the Project’s Russian sector;
  • Review and compliance check of documentation prepared by Company and Contractors/ Subcontractors against Russian legislation / standards/ requirements and permits;
  • Interface with the construction Contractors /Subcontractors to ensure contractors’ compliance with Project’s requirements/standards in Russia, including (but not limited to) compliance with applicable Russian environmental legislation and environmental monitoring requirements;
  • Supervision of Contractors /Subcontractors with regards to the implementation of environmental mitigation measures on site as per applicable Russian legislation/ standards/ requirements and permits;
  • Liaison with Russian Regulatory Authorities and government departments as required;
  • Participation in induction meetings as required to cover topics related to compliance with Russian environmental legislation/ requirements/ standards and permits;
  • Support in management of Company’s environmental and permitting monitoring contractors;
  • Monitoring schedule alignment with the construction schedule development;
  • Perform other related duties and tasks as required.


  • Master degree in fields of relevance to the position;
  • At least 7 years experience in the oil & gas industry in Russia;
  • Good coordination and communication skills;
  • Team working and flexibility;
  • Good communicator across cultures;
  • Flexible, self-starter, motivated, strong inter-personal skills;
  • Team-playing attitude;
  • Fluency in Russian;
  • Excellent English is required.
